It could be a signal that the Dominican Republic is not a major country (not that it claims to be one), but I think even important countries are sometimes assigned to big donors or supporters.

Clinton did something similar by appointing a homosexual man as ambassador to an overwhelmingly Catholic country (but since the country was in Europe maybe a lot of the population was only nominally Catholic).

Plum ambassadorial post that don’t need skilled diplomats are held for large campaign contributors. Brewster’s choosing the Dominican Republic, which has a large gay community, is a reflection of his own personal preference in potential sexual partners.
