You are on the same side of the legalization issue.
No, it will not, because there always be someone who will seek to work outside the law - no matter how liberal is the law - in order to profit from the misery of others.
How would St. Thomas react to the proposition that there should be no legal sanction against people whose goal in life is to victimize others for profit? Under what definition of "justice" would this be in fact considered "just"?

Thank you, Bri!
By the same token, since morals, ethics, personal responsibility don’t seem to matter, the state has a duty to draw a “thin blue line” between those for who live in accordance to lax morals etc., and those who choose to.
If we could heal the culture, law enforcement could be minimized. Of course that’s self-evident. When we stop and think about healing the culture, and start healing the culture so that morals, ethics, and personal responsibility become intelligible again, we’ll be in the path to solving all sorts of problems.
In the mean time, we were left with the law.

I’m not. I oppose legalization. Period.

And you got that from a 2009 HuffPo report with no sources - probably meant as satire.
Let’s say that’s true, for the sake of argument. Have you considered the counterargument?
Ask Pablo Escobar if he likes drug law enforcement.
Oh, that’s right, he’s dead.
Well, then. Ask the ones in jail, ask them how much they support drug law enforcement.
Chapo Guzmán has made his money upon the misery of thousands of addicts and a mountain of corpses. Once again, I reject your equation as slanderous and offensive.
If that’s the best argument you’ve got, you have nothing.

“Does that answer your question?”
Not really.
