“We now possess deterrent weapons that are more important and more sophisticated than chemical weapons,” Syrian President Bashar Assad told visitors to his palace in Damascus on Thursday.
He emphasized that he had no need for chemical weapons.
According to the report, which was carried by Hezbollah’s paper Al-Akhbar, Assad said this was because the situation in Syria “has never been better,” as “we created chemical weapons in the ’80s as a deterrent against Israel’s nuclear arsenal. Today, it is no longer a weapon of deterrence. We have weapons that are more important and more sophisticated to challenge Israel, which we can blind in an instant.”

Assad knows that the goal of the U.S. specific to Syria is not to support Israel, but rather to support Saudi, Qatari and Sunni interests. Assad frames it as U.S. support for Israel as theatre to play to Syria's 75+% Sunni Muslim population, along with all this other sabre-rattling. Israelis, in turn, know that Assad is posturing for internal purposes.

Loss of power grid means little to Muslims who largely still live in the pre-industrial squalor Islam is so talented at producing.
Much of the Muslim world still has power outages, etc.
Lastly, EMP is far less critical to a transportation system based upon hooves or feet than would be a modern nation state such as Israel.

They’ve been working on an EMP for years - - and are working on a missile with a long enough range to reach here - but Israel is just next door

Assad is talking about his WWII signal mirror. On a sunny day it can really hurt your eyes if someone shines it at you.
