I have a whole different view of Bishop's skulls as paving in Hell since I've realized how many of them mumble an excuse whenever the subject of refusing Communion comes up.
They're not being, "pastoral" by ignoring Canon Law, they're being Judas goats.

Arthur makes a good point (and it needs to repeated and repeated) that abusing the Eucharist by offering it to a notorious defiant unrepentant sinner is a mortal sin, NOT because it is against Canon 15, but it is against Canon 915
because it is a mortal sin. Deacons, Priests and Bishops have no discretionary wiggle-room over this, and no excuse.
