He desires all men be Saved but He is aware that just isn’t going to happen.

The question is whether God always gets what He desires. Can Man thwart God’s will?

I think it’s more like thwarting His happiness rather than His will. The latter is not possible. The former is allowed by Him. Of course we’re wrong in assigning anthropomorphic emotions to God — assigning the knowable to the unknowable.
