In a communist society the Central Committee makes ALL decisions.
The peasants are not allowed to decide for themselves what they want to do for a living. If the Central Committee decide they need more garbage collectors instead of nurses or engineers then you will be slated to collect trash the rest of your life. You also can not own property or live wherever you wish.
