Well; I know because various groups of Caththolics got together and argued and fussed and choose which widely circulating letters would be assembled together into one reference manual.
The guys with the most clout and influence and VOTES got what they wanted; bound into one unit.
(Why the first two thirds of their book does not quite match what the JEWS have is another thing altogether and best left for another time: maybe even another place; too.)
