When He comes to do that, all evil will go extinct due to the effects of His rule; but as things are now, there is more evil than ever in the earth, as He predicted in the Gospels.

Jesus mentioned each time that His Kingdom is universal, spiritual and ecclesiastical
The souls of the martyrs are specifically mentioned as being in Heaven under the altar (Rev 6:9). Since those souls are also reigning, it is that they are still in Heaven.
Nowhere do we have any information that these are re-embodied souls. They are ruling with Christ, who in this vision is ruling from Heaven.

I do believe he will physically return - that’s what is written in the book of Revelation after chapter 20.
however it does not say his reign will be on earth - Jesus said clearly that His kingdom is not of the world. He is Lord over all creation, not a petty earthly king
