Major arguments in favor of county or regional secondary education systems over local township schools tended to have basis in secular reasoning.
For example, teacher qualifications may have had merit 40 years ago. Magnet schools may have been able to have attracted a higher criterion of excellance in the student body and teaching staff.
Today, I find the resources to teach to be much more available in remote areas, especially with the Internet. Allbeit, a far reach from some better institutions from 40 years ago, the other end of the spectrum are metropolitan schools which have become so PC that all discipline has disappeared in favor of 'street smarts'.
I'd opt for local control, mainly because our society has become so lukewarm to strong faith in God, that any antichristian position may be posed as a 'reasonable' alternative to God's will under the misunderstood context of 'freedom of religion'.
All it takes is one responsible person to teach the youngsters in good righteous faith, remotely or locally, to foster a healthy education. At this point, I'd tend to answer in favor of local control, where parents and the father have more direct impact, influence and control of the teaching of their children.

The only thing I could find in the Bible is found in Daniel 1. Interesting reading in connection with your question. At the very least, something to think about.

Following the Biblical concept of parental responsibility for children, it makes sense that local control is superior to county control since local is closer in size and proximity to the parents themselves than is the county.
For that same reason county control of schools is preferable to state, and state is preferable to (egads) federal control.

The government is never commanded by Scripture to teach children. All the commands in Scripture concerning the teaching of children are directed to parents. Home schooling has had higher academic results than either public or private schools, and the spiritual and moral results make it clear that home schooling is indeed excellent. Amen!
By the way, 'enforced' public schooling came from our friends the Calvinists.
