well here i am peeking through the peep hole with a mirror. why dosent the military contract civilians to provide religious services, then the mil would not have to issue clearances. soldiers could then simply erase the preists memory with military lsd-dna extractive. and if that dosent quite do it, the military could just electroshock the hapless civilian preist until he remembers nothing and becomes a vegatable.sounds complex, yes? ok so we should keep working on this one.
