Western secret services knew as far back as 1995 that suspected terror mastermind Osama bin Laden planned to attack civilian sites using commercial passenger planes, German newspaper Die Welt said Friday.

Quoting sources close to western intelligence services, Die Welt said that authorities did not take seriously the threat of the plan, known as Project Bojinka.

The plan was discovered in January 1995 by Philippine police who were investigating a possible attack against Pope John Paul II on a visit to Manila.

They found details of the plan in a computer seized in an apartment used by three men who were part of Bin Laden's al-Qaeda network.

It provided for 11 planes to be exploded simultaneously by bombs placed on board, but also in an alternative form for several planes flying to the United States to be hijacked and flown into civilian targets.

Among targets mentioned was the World Trade Center in New York, which was destroyed in the September 11 terror attacks in the United States that killed thousands.

Other targets mentioned were CIA offices in Virginia and the Sears Tower in Chicago, Die Welt said.

The plot re-surfaced during the trial in New York in 1997 of Pakistani Ramsi Youssef, the mastermind of the attack on the World Trade Center in 1993.

Die Welt said the US Federal Bureau of Investigation and CIA would have known about the plan at the latest at this time.

Actually it is worse than it appears. The first bombing of the World Trade Center in 1993 should have been known. They siezed notes and plans on it in 1991 when investigating the shooting of Rabbi Meyer Kahane in New York City. They were in a diary of one of the murderers, in Arabic, of course. No one bothered to get it translated until way too late.

It's not total BS, and in fact, if you do a search of the archives on Bojinka, you'll find some articles about it, some over a year old. OKCSubmariner has been hollering (rightly so) about this information for a long time. The feds should have known--but as one Freeper mentioned, the prior "president" was not interested in protecting the country from terrorism--he was lots more interested in enlarging his power base and looting the country--and oh, yah, his "legacy." Those twin towers and the broken Pentagon, it seems, will be his legacy, along with a somewhat stained blue dress.

An astronomical amount of 'stuff' gets picked up as raw intelligence.
NOTHING is considered valid without corroboration of some kind.
It all then becomes grist for hours upon hours (read years) of analysis and often subjective decision making.
The Clinton years only made it worse by politicising every facet of government, disallowing some proven and common methods, and generally playing loose with the rules.

It's absolutely probable that there were indications of the threat, somewhere in the system, strongly believed by some and not known to others, long before 9/11.

It's also quite possible that the threat was known and taken seriously by the pro's but
unacceptible to their management for any number or reasons, or
unacceptible to the politicians of the day because 'islam is a religion of peace', or

Look at today's headlines - yet another (third?) notice of a 'heightened state of alert' ...... against just which type of attack? Where? When?

I just happened to read confirmation of your claim about the finding in 1991. I just read in Daniel Pipes's article in the November Commentary that a notebook kept by Sayyid Nusayr (I had previously seen the name spelt "Nosair") said that the idea of bombing the WTC was to "bring down their highest buildings and the mighty constructions they are so proud of, in order thoroughly to demoralize them."

Earl, it's simpler than that. Right now, Turkey has a man in jail who planned to crash an airplane into the Ataturk Mausoleum (in 1998, the 75th anniversary celebrations). Around the same time, the French have prevented a deliberaet crash of a plane into the Eifell tower (by storming the plane during its refuel). Not only the idea but its implementation as well had been in full view.

While one could (and probably should) blame intelligence apparata, I think that the real problem is deeper: the Western, largely rational, mind discarsd that evil which comes in a visibly unsophisticated package. This has been done with respect to Hitler in 1930s, Stalin at Yalta, Arafat throughout his life. Woolsly has been trying to cover his ass on this. He was head of the CIA for at least part of Clinton's first term. He is on record nowhere of having opposed any Clinton policy prior to 9/11. Also he never explains why he didn't encourage Bush to modify any of Clinton's policies prior to 9/11. I'm not excusing Clinton or anyone in either his or Bush's Administration for any negligence. Kennedy had it right when he dismantled the CIA and had Allen Dulles resign. As luck would have it, Kennedy was killed by a lone assassin, and Dulles was on the Warren Commission to document this fact. Another ironic twist of history!

The issue is not the act. Pearl Harbor was not the issue. The issue was that the Army party in Japan thought they could force us into an early surrender, and expand all across the Pacific.

The issue is not 9/11 or WTC. The issue is that Bin Laden and others thought they could bring down the Western infidels. You kill a snake by cutting of the head. We can never guess what they will do next. We must remove their belief that anything they could do would have the desired result.

The Israelis captured, tried and imprisoned him.As part of the Oslo agreement with the Palestinians in 1993, Israel had to agree to release so-called "political prisoners."

However, the Israelis would not release any with "blood on their hands."The American President at the time, Bill Clinton, and his Secretary of State, Warren Christopher, insisted that all prisoners be released.

Thus Mr. Atta was freed and eventually "thanked the US" by flying an airplane into Tower One of the World Trade Center.This was reported by many of the American TV networks at the time that the terrorists were first identified. It was censored in the US from all later reports.
