Every year it's the largest ever. Haven't ever seen it smaller. It's always adjusted up for inflation.

This is of necessity somewhat true. The dollar is worth about 1/10th of what it was 30 or 35 years ago necessitating a corresponding increase in expendatures to accomplins the same tasks.
