That is the same conclusion reached by the Park Police and by Robert B. Fiske Jr., Starr's predecessor as the Whitewater special prosecutor.

So, what form of government did the founding fathers intend for the United States? Well, recall the statement of Franklin, "a republic, if you can keep it." Recall, also, your pledge allegiance to the flag of the United States of America and to the republic for which it stands...

"Republic" is virtually a lost term in the American lexicon, but it was an important idea throughout American history. It was the only term used by Presidents to describe our country until Woodrow Wilson used the term "democracy" in relation to the U.S. entrance into World War I, when he said in 1917 that we needed to "make the world safe for democracy." There is no public record of this term used by a President before this date.

White House Scandal Sheet

Ronald Reagan had the Iran-Contra scandal. Richard Nixon resigned over Watergate. Even Dwight Eisenhower was forced to fire Chief of Staff Sherman Adams for exchanging political favors for a vicuna coat.

But departing White House aide George Stephanopoulos predicts Bill Clinton will escape the curse of the second presidential term. Clinton got his troubles out of the way in the first term, Stephanopoulos said. Easy for him to say. He’s leaving.

For those sticking around, Clinton’s second term is surely starting under a cloud, as the Democrats face allegations of wrongdoing on several fronts. From questions over the Democratic National Committee’s solicitation of contributions from overseas sources to an investigation over what the White House may have offered in return for those donations, the Democrats’ fund-raising apparatus is about to undergo serious scrutiny.

Independent investigations of Housing Secretary Henry Cisneros and former Agriculture Secretary Mike Espy will continue. And the Supreme Court may well decide that Clinton should stand trial in a sexual-harassment suit filed by former Arkansas state employee Paula Jones.

You have the prospect of a half-dozen federal investigators looking into alleged impropriety in his administration, says Charles Lewis, executive director of the Center for Public Integrity, a Washington-based watchdog group that monitors government ethics. It’s an incredibly ominous set of circumstances. I don’t think any president in my lifetime has entered office with as many dark clouds, and that includes Richard Nixon.

A Cancer on the Presidency

Sadly, as a life-long Democrat and chief counsel of the House Judiciary Committee at the time of the Nixon impeachment inquiry, I cannot in good conscience vote to re-elect Bill Clinton. Having reached this decision, I am proud to be among those Democrats who have chosen principle over party. Defeating Mr. Clinton would help revive the traditional moral values of the Democratic Party -- as they existed under Presidents Roosevelt, Truman, Kennedy, Johnson and Carter.

Having long championed traditional Democratic causes, I simply cannot accept Mr. Clinton's shameless election-year surge to the right as his chosen means of winning a second term. And like most if not all traditional Democrats, I have grave reservations about the Clintons' morality and ethics. In my view there is now probable cause to consider our president and first lady as felons, who are likely to be indicted after the Nov. 5 election.

The Case for Character

"Bill Clinton would rather climb a tree to tell a lie than stand on the ground to tell the truth." So said an Arkansas official familiar with Clinton on CNN during the 1992 presidential campaign. Democratic Senator Bob Kerry has said, "Clinton is an unusually good liar. Unusually good. Do you realize that?" Senator Kerry did not make this observation during the heat of a primary battle but this past January in Esquire Magazine. Kerry is not only a Democratic Senator, but is also a leader of his party and Chairman of the Democrat Senatorial Campaign Committee. Senator Kerry knows whereof he speaks.

Forget what this says about Clinton - what does it say about us. We are told that Clinton is leading by a significant margin in his campaign to be our next president. (51% to Dole's 38% according to last week's Wall Street Journal/ABC poll.) We are told that "character" does not count. We are told that a candidate's "personal life" has no relevance to the office of President and has no "traction" as a political issue. Indeed, we are even made to feel ashamed for raising the issue. (On July 15th Clinton said, "I think character is a legitimate issue and I look forward to having that discussion." But, whenever the issue of character is mentioned Clinton dodges the discussion by claiming any question about his character is a viscous, Republican-motivated "personal attack.")

A while back I discovered a method of searching for old FR articles by using the new & experimental search engine which you reach by clicking on the search button at the top or the bottom of this page.

Once there, if you type in a date such as October, 1996 you will go here

Looking at this long list of articles you will see that many of the articles show to have been posted on 11/29/99 at 4:00 PM by Unknown. These are the old articles.
