Not mine, of course. It was writen by Suetonius, an ancient historian type biographer guy who believed in signs and omens predicting everything.

HHHHHHMMMMMMMM ... smacks of many on the federal payroles. "Perfumed Generals," senators, etc.
Some things keep on cycling throughout history. Human nature and the endless mistakes we make, show us that we do not learn.
