California Legislature Orders Davis Hospitalized

SACRAMENTO - As California plunged into another round of power blackouts this week, and with the state's short-term power bill nearing $4.2 billion, state representatives passed emergency legislation that would require the bill be paid from Governor Davis' personal fortune. In addition, state lawmakers invoked an obscure 100-year-old lunacy statute allowing them to have a governor institutionalized when that governor's policies are "clearly insane."
Lawmakers began discussing the possibility of invoking the lunacy statute after Davis insisted on keeping secret the details of his plans to acquire power. "I think we all got lulled into a little complacency a few weeks ago when the governor was making all these warm and fuzzy comments about how everything would be just fine," said Assemblyman Ima Phool, D-Berkley. "But once we got a look at his secret plans, we knew something had to be done."
Governor Davis' secret plan called for the state to purchase 50 million electric eels from Brazil. Davis had been telling lawmakers that he had worked out a deal that would meet California's energy needs to "infinity and beyond," but refused to tell anyone how.
Democratic lawmakers remain hopeful that Governor Davis' sanity will be restored and he will return to the Capitol triumphant.
"I'm the eternal optimist," said Sen. Auntie Belham, D-Palo Alto, "But healing the mind of Gray Davis will be a formidable challenge."
Ah well, so much for California Dreaming.

Good to see we can agree on something. Isn't it astonishing that these socialist b+tt-h*les can ratchet up spending at a rate of 12% per year for three years, as though 12% was going to represent long term average economic growth, and they try to explain it away as a result of 9-11! Just incredible. Freshmen in Econ 101 would be able to see through this BS! -- although perhaps their liberal professors might not let them express such a heretical idea.

Gov. Gray Davis unveiled a plan Tuesday to fill in an estimated $23.6 billion budget shortfall with deep cuts and tax increases, despite insisting for months that he had no plans to raise taxes.
We'll have to see if the "read my lips" offense only works against Republicans.
"This budget reflects my view, and the views of most economists, that some time in the next 12 months, California will experience a recovery," Davis said.
Wouldn't the dims immediately attack this as "voodoo economics". Not holding my breath.
Davis wants to cut $7.6 billion, including deep reductions in health programs and aid to local government.
Of course, stealing from local governments, the State's favorite sport.
He is calling for a temporary increase to state vehicle license fees and a cigarette tax increase.
And if you believe this, I have a nice bridge to sell you...
Now, motorists pay about a third of the vehicle license fee that they paid in 1998 -- but the state pays $3.8 billion a year to reimburse cities and counties for revenues lost by the reduction. Now, Davis is proposing to increase the rate back to the level it was in 1999. The car tax is based on the value of the vehicle.
Thought vehicle taxes were supposed to go toward maintaining ROADS, BRIDGES, etc.
Davis, who is seeking a second term in November, was under intense pressure to craft a politically acceptable and realistic plan that will pass muster with lawmakers, the agencies that rate the state's credit and voters.

David also avoided suspending the requirements of Proposition 98 "by a very creative and badly needed approach that shifts school funding between fiscal years," said Kevin Gordon, executive director of the California Association of School Business Officials.

Republican lawmakers have said they will not supply their votes -- which are needed for the required two-thirds passage of the budget -- for a budget with a tax increase.
