Takebacks: Governor's budget would raid local government as well
It is beyond outrageous that Gov. Gray Davis, after orchestrating the squandering of California' s record surplus, is now preparing to demand more money from state residents: $8.3 billion, to be exact. He' s also planning to plunder local government coffers, to the tune of $4.2 billion.

Davis' spin doctors say that forces beyond the state' s control led to the current $34-billion deficit. It' s not true. The governor and state Legislation had total control of the budget during the flush times of the late ' 90s, and they blew it.

Simply keeping spending on pace with revenues, allowing for popular growth and inflation, would have produced a healthy, balanced b re left facing painful cutbacks and ill-advised tax increases.

While the cutbacks have to happen, the tax increases do not. If natural economic forces were at work, as the Davis administrations raise taxes just after it' s squandered billions represents the height of arrogance.

Davis' budget-balancing plan, released Friday, does call for some of the necessary cutbacks, about $20-billion worth. The rest of the mone wallets and from local goverment bank accounts. That' s not right.

The tax proposal with the most potential economic damage is the 1-cent sales tax increase. Consumer spending has helped keep the ec the sales tax increase could slow it down, too.

Cigarette prices, another target of the Davis tax plan, can only be raised so much before they become counter-productive at some p on the black-market. Another $1.10 a pack could very well cultivate more criminal smuggling.

The rest of the proposed tax increase includes higher income taxes for the wealthiest Californians, and a wide range of new fees on services from libraries to the DMV.

Davis is clearly attempting to diffuse criticism by shifting some services to local cities and counties, and then using the tax increases to reimburse the cities and counties. Don't be fooled by the shell game. Cities and counties will be devastated by loss of vehicle license fees. Long Beach alone stands to lose $6.5 million this year and $14 million in 2004.

Republicans in the state Legislature are proposing a spending cap that would force the budget to grow no faster than population and inflation increases. That sounds promising. If Davis had done that during the last four years, and used excess revenues only on one-time projects, the state budget would be in fine shape today.

In any case, Republicans legislators should take a hard-line stance against Davis` proposed tax increases and his planned raid on local coffers. Californians have supported higher taxes for necessities like infrastructure and schools, but they shouldn't have to pay for the mistakes of their elected officials. Cities and counties shouldn't have to pay, either.

Definitely a shell game. The last budget was smoke and mirrors. Good article. My only question is who did the Long Beach Press-Telegram back for governor in the last election or the one 4 years ago? Where they part of the problem and the chicken's are comming home to roost? Parley

Davis is clearly attempting to diffuse criticism by shifting some services to local cities and counties, and then using the tax increases to reimburse the cities and counties. Don't be fooled by the shell game. Cities and counties will be devastated by loss of vehicle license fees. Long Beach alone stands to lose $6.5 million this year and $14 million in 2004. A spending cap thingy like this would impede the socialzits mad dash towards state govt. bankruptcy

Gov Davis is pushing services to counties so counties have to raise taxes and it doesn't reflect on him/them in Sacramento. He/they are poor excuses for human beings.

...oh and that plan by GOP to budget according to growth...we had it. Called the Gann Amendment. It got gutted in some prop because it was hidden in some unrelated (illegal to do) prop

Gray Clinton's tax increases will only exacerbate the deficit because it will restrict economic growth.

For all those who voted democrat and also for those who did not vote because of various lame brain excuses; I believe that California will be the first state that will collapse because you elected socialist state and federal politicians who changed the American constitution and legal system to benefit only their lust for money and power. I believe a complete economic collapse of California is at hand and I ask that you consider why. California is America's first communist state because you have chosen to subvert God and His Christ by electing athiests and agnostics; therefore the state has gone backwards and is sliding on the slippery slope .
This led to moral degradation which led to blind leaders who engender violence and perverseness which in turn results in the wrath of God's Christ toward those who refuse His truth which results in violence against Christians and the Jewish people and eventually leads to economic collapse.
Turn around Californians and elect bible believing Christians and you will see a change for the better.
(Note: Bible Believing Christians; those who believe the entire Word of God and trust only in Jesus Christ for salvation by grace through faith alone;no other religion or good works will be accepted by God the Father.)
