Chapman also criticized the way the Davis administration counted money that it expected, but did not have, as a deficit helping to inflate figures.In private business, if one did this without disclosing the fact, it would open one up to charges of fraud.

This is astounding in the least! I fervently hope that the lower figure is true and can be definitively proved! I hope all voters will be as LIVID as I am at this point. The obvious scenario here is that the Governor and his disgusting fellow RATS have engineered a false deficit with the sole purpose of plundering the beleagured taxpayer again! Uh, what word am I looking for here. Let me think. Yes, I have it. BA...ARDS!!!!!!

Also, I forwarded a copy to Ray Appleton and Bill Manders in Fresno. This article needs to be forwarded to all Republican Senators and Assemblymen, and to all conservative talk show hosts in California.

I commented on a duplicate thread of this story. I think Chapman's numbers are at least as phony as Davis's.
If you don't rely on projected numbers in preparing a budget, you might as well not do a budget.

Not sure where the truth is on the budget but I trust Chapman University more than I do Davis, he is inclined to cook the books when it helps his ambitions, as we know so well!
