There's a photo of Bubba smoking a cigar, but he claims it wasn't lit. (The smoke is apparently a figment of my imagination.)

Did they have to smoke in the White House? Or does smoking in the high school bathroom when they were 17 count?

The Last President to smoke in the White House (cigarettes not doobies) was probably Gerald Ford. If you count doobies, it was probably Clinton.

The last President to smoke in the high school bathroom was definitely GWB.

Anyway, let me take a guess on your questions. Dwight Eisenhower. Though I know some of the First Ladies smoked cigarettes too including Nancy Reagan and Betty Ford.

When I was a Midshipman I had volunteered to spend some time at Quantico. This was during Nixon's administration.

While there we were taken to see Marine 1, the President's helicopter. In the hanger there was also Marine 2, a UH-1 painted the same as Marine 1. The hatch was open and inside the door I could see a small bracket which was holding two packs of cigarettes (Lucky Strike filters, I believe). So my guess is Richard Nixon.

The next morning there was an urgent message for him to enter the Oval Office immediately. "How did you do on the cigars last night?" asked Kennedy. "Mr. President," replied Salinger, "I was very successful. I got eleven hundred." With that, Kennedy opened a drawer in his desk and pulled out a decree banning all Cuban products from entry into the United States. "Good," he replied. "Now that I have enough cigars to last awhile, I can sign this!"

I am searching Google right now for the photo, but am having no luck yet. He's on a golf course, holding the cigar in his hand, and the smoke is swirling around his head, like he just puffed on it and moved his hand. As soon as I find it (if I ever do), I will post it.

(I'd love to get my hands on the proof that he disobeyed the Hildabeast. Maybe she'll hit him upside the head with another ashtray!)
