I quit listening to speculation about her intended announcement dates after the first date came and went. She's going to announce when the moment is right, and not a minute sooner.
As far as promises go, Sarah has said that it has to be no later than late September - early October. That is as close as anyone can nail it down.

I’m sorry, but this is just creepy for me as a conservative to see anybody this blindly devoted to a human being.
Gotta be early October at the latest (which Sarah herself has indicated). There are a couple of important filing dates that she can't miss, then.
