Where in the constitution does it state that the government will provide cash payments and other valuable gifts to folks who will not work?

Where in the constitution does it state that the government will provide cash payments and other valuable gifts to folks who will not work?

Nowhere, of course. But entitlement payments are in a race with pension obligations to government workers in most states and cities - it's interesting to see a governor mention anything besides the cost of pension benefits these days.
