Party leaders don’t pick delegates. They are democratically elected by the whole of convention attendees. Most candidates have something of an organization that recruits their potential national convention delegates.
Some states also bind national delegate votes beyond the first ballot.

Common sense tells me the convention attendees are going to be weighted toward people who are part of the established political power structure.
Common sense tells me that not many people who consider themselves activists bother to go to local meetings and ensure the process works fairly. Cuts down on time devoted to conspiracy theories.
