I think we are both right and wrong.
It is the elected folks who make the laws, but give the power of making the specific rules for implementation to those that are not elected.
By getting rid of the one elected we have a bit more control over the laws written, how they are written and who is given the power of writing the rules of enactment.
One of my biggest buggaboos about these things is that the laws give so much leeway to people not answerable to the taxpayers who are ultimately their employers.
For many reasons it all gives me the shivers.

Dora Mills and the no smoking alliance has made it so theere is no smoking in any health care facility in Maine. NOne in some resturaunts and bars either. I dont smoke but it is Smoke-Nazi time around here.
There is NO smoking in ALL restaurants, bars, taverns, sport inns, etc, in the state of Maine. UNLESS some are doing it "under the table." But the smoking ban in Maine is in full force!
