McGreevey didn't "call his bluff" at all. Kushner's ability to blackmail the governor (or, more accurately, his need to blackmail the governor) came to an end when he was arrested by the FBI on a wide array of potential criminal charges. He's pretty much out of business, for all intents and purposes.
