I'm not sure I get the "tubes" connection, but I'll guess this cartoonist could get his head straight if someone slapped it upside with a rubber hose.
I think the aluminum tubes refer to tubes that supposedly were to be used in Iraq for WMD production.

Thanks. The cartoon still doesn't make any sense. Is he saying that before the war, Condi was willing to help in the manufacture of aluminum tubes, and now she realizes that manufacturing aluminum tubes is awfully hard work?
You'd think a cartoonist these days would lay off the racially charged analogies unless they actually made sense.
