I think youre on to something. Don't forget that Russia was conducting major bomber exercises just before and during 9/11. These Bombers had extra fuel capacity. They were conducting their exercises in both the Atlantic & Artic regions. I read somewhere that President Bush thought that Russia was behind 9/11 (Decapitation attack). President Bush did tell Putting after the 9/11 to stand down the bomber exercises. He did. Now lets suppose that the 9/11 attacks were successful in hitting the Capital, White House and thus took out a good portion of our government. Those Russian bombers could have easily turned direction and headed for the KILL. By the Grace of God our nation was saved that day from a nuclear holocaust.

I don't think they had the U.S. in mind when they decided to get back on the ball with nukes and nuke defense.
It is more likely they are concerned with very real nuclear threats closer to home, e.g. China and North Korea.

My point is that its a piece of paper. The Madeline Albright's of the world serious believe that our enemies will honor theses treaties. Now Madeline would say but we will verily this. Sure, right. I am also the King of Siam.

Here's some ammo in case the new Communist Party shows up to blow smoke.

Russian Foreign Minister Sergey Lavrov however drew a line between Chechnya and Palestine, making it clear Arab countries could not be excluded from any alliance against terror.
"Chechnya is a part of Russia. But the Palestinian territories are declared by UN resolutions and international legitimacy as occupied lands," Lavrov said during a joint press conference with his Israeli counterpart Silvan Shalom, according to Al-Jazeera.
Also, at a meeting with Israeli President Moshe Katsav, Lavrov, while agreeing that there could be no justification to terrorism, insisted at the same time that some of the factors contributing to terrorism, such as stark economic conditions, should be dealt with.
Russians Respect Reason For Terrorism

The only difference, a big one, is that China & Russia are both Communist Nations with a common theme of destroying the United States and establishing a Communist world government. Why do you think Germany has turned against the Unites States? Its more than Iraqi oil contracts.

Yes, it just seems naive to think Russia is our friend when you consider past history and their talent for deception. Also, they've continued a civil defense program for citizens in the cities.
Us? We're fooled into thinking a nuclear holocaust will never happen because we're warm fuzzy friends with Putin. Remember: our President looked into Putin's eyes and ascertained he is a friend. I hear Ted Bundy had friendly eyes too. *sigh*
Russia's government builds shelters for its citizens. The U.S. government only builds shelters for its leaders.
What's wrong with this picture?

"These are defensive missiles only."
Multiple warhead nukes are in no way defensive. They are for murdering populations, only. They are only weapons for terrorists to use. The Russians developed them again, because, they are too lazy and cruel to develop more accurate weapons to hit only military facilities. Putin's "new" weapon is not new at all. It only carries a larger cluster to kill more people with. It's an attempt at more volume to get through our ABM systems, and that's all it could be for.
The propaganda that the Russians are building old population pulverizers with a plan to nuke their closest allies (Iran, Syria, et all) is ridiculous.

Wouldn't it be a sorry surprise if one day we discovered that Russia has been planning to destroy us all along - but they've been waiting for just the right timing? Yeah, sure. Read more at PREPARATIONS FOR ARMAGEDDON!

...ten warhead multiples, Chief. They're nothing new, but the Communist Party over there is trying to build something to get through our ABMs by sheer volume. The more things "change," the more they stay the same, in this case.

The Soviet Union collapsed in December of 1991.
What year is this?
Communism is dead in Russia and China is now more akin to a Fascist state than a true Communist state.
National self interest has long replaced the outdated Communist ideology in both China and Russia.
Even during their Communist periods, ideology never trumped national self interest:
Chinese-Soviet border clashes Centuries-old dispute became open combat during Cold War

Sorry - I should have clearly marked my post as sarcasm. For the record, I have never bought the hype that the East-West cold war is over. The same elements of control are in power - the only real change is that the West (USA) is financing their infrastructure needs while they continue to forge ahead with nuclear capabilities, delivery systems and advanced weaponry.

Actually, the NATO designator for it was the Satan. We called all surface to surface missiles produced by the Warsaw pact by names beginning with S, such as Sunburn, Scud, Satan, Shyster, Saddler, Scarp, Sandal, Sapwood, Sasin, Skean, Sibling, Scamp, Savag, Spanker, and Scrooge. :)

Multiple warhead nukes are in no way defensive. They are for murdering populations, only. Or they are a cheap way to circumvent anti-missile defense.
The Russians developed them again, because, they are too lazy and cruel to develop more accurate weapons to hit only military facilities.
"Lazy or cruel"? What about the tight budget?

President Bush is on to them (He initial thought that Russia was behind 9/11. He probably still does.). He realizes that this countrys existence since the Civil War is at risk. He is fighting both internal & external enemies. That's why the World, Democrats & MSM are against him. Also, one chilling picture I remember seeing on the internet was Putin with the Italian leader waiting for the Presidential election returns. I got the impression from Putin expression is that if Bush lost your country belongs to us. Finally, in regard to the French, modern day communisms evolved from the Jacobins who came into existence and gained power during the French Revolution. So it seems natural for France to align with Russia & China with the deception of doing it for French nationalism.
