UBL serves to none of that for them - Nor would UBL put himself at the mercy of a centralized Gov't - It has never been is MO throughout the mans life -

Ekking out a survival in the border region of Pak is where UBL would feel most comfortable and secure - UBL has managed to live by living in an area where US SOF have not been allowed to operate independently (rightfully or wrongly so).
