It hinges not on market forces but rather market forces reacting to a preposterously litigious society that has renounced personal responsibility. And by responsibility I mean the 20 year old drunken "child" not the person who buys a keg and fails to guard it with a shotgun all night long.

You are the modern equivalent, trying to find the incantation to solve a social problem.
The incantation you favor will likely result in less beer and more hard liquor and drugs. In the town in question, most likely liquor and pot.
