It isn't a "can't." It's a "won't." People whse primary loyalty isn't to the USA have a plan: first, Canada, the USA, and Mexico become one big country. The Eurofreaks are trying to put together 25 countries under one constitution. The goal is that eventually there'll only be one "country" in the world. "In politics, everything happens for a reason."
