Yes, but that is the problem with many rural whites, who also have very similar divorce/welfare/drug abuse problems in some cases. Sowell is correct in stating that there is a correlation between the two groups, although I do not agree with the hypothesis that Southern white culture created the urban black culture. I would lay that charge at the feet of FDR and LBJ, who facilitated the welfare state itself, and social engineers who have created a nonproductive mindset in that sector of society - white and black. Minus fathers and an incentive to achieve, that strata of the culture simply dumbs down to the lowest common denominator.

Most settlers in Mass came from Glouscester, Sommerset, Warwick, East Anglia. Look at the town names in Mass. The West of England was Puritan as was South Wales and is reflected in the names of the towns.

Remember that Portsmouth, NH, Salem, Mass, and parts of Conn were setttled before Boston.

If you read the book you will see that many white northern educators went south just after the war and, like missionaries endured some difficult living conditions in their attempt to teach newly liberated blacks to read, write and so forth. Young blacks educated at these schools tested as well as white kids in northern schools.
However, the point that white northern universities did a lot of damage a century later--"liberals" teaching the culture of 'victimization' and setting up a welfare hammock--is well taken, keeping in mind 'Freedom Riders' etc.

The point, as he is at great pains to make, is that there's nothing wrong in the ghetto that an end to racism wouldn't fix. For Cosby to suggest that slovenly language and dress have anything to do with the trouble that black youth are in is to blame the victim and "let white people off the hook."

And Cosby, whom Dyson "deeply respects," etc., has been letting white people off the hook for years — with his universal (rather than an authentically black) approach to humor and even with his toweringly successful Huxtable family (which reassured white TV viewers that the nightmare of racism had ended and it was safe to lay their guilt aside).

In Haiti, which was French and totally devoid of Redneck influences, a prosperous, nonviolent, erudite culture flourishes.
