Miloshevich was a Communist, not a nationalist. More than anything else, though, he was a skilled manipulator and an opportunist. You cannot squarely blame Miloshevich for the war, though. What about Tudjman and Izetbegovich? The former was thrown out of military (despite being the youngest-ever general the YA had ever had, at 40) for pro-Nazi views, the latter had been imprisoned twice for preaching Jihad and was actually a member of pro-Nazi Muslim youth during WWII.
