Is this really true? I mean the initial reports of helicopters under sniper fire were not supported by the National Guard... Sounds like mass hyteria is starting...

Some reporters have said that criminal gangs were planning to go in and loot New Orleans immediately after the hurricane.
Americans need to know if indeed criminal gangs are the ones responsible for the chaos.
Martial law has not been declared. All troops are subject to civilian authority (federal and local).
I'm not sure how to indicate sarcasm on here (obviously), but my intent was to mimick a brainless lib argument about how misspent our military is.

You heard, didn't you, that they released all the inmates from the NO jail earlier in the week? They're probably cracked-up or speeding by now, like `skinnies' on chat. If armed, they probably can't hit the side of a building and they have no RPGs, at least that we know of.
I saw the Louisiana governor on TV just before the storm hit. She didn't look like she could run a two-car funeral.
This situation can only get worse. Someone has to make the decision to assault these people shooting rescuers, and make them dead. Now.

Well, I don't think ANYONE has seen anything like this before, but the Guard at least has manpower, equipment, supplies, organization and structure to respond as needed.

They will say the "white man" is keeping them down- but who is it that is preventing their own elderly and children from being rescued and getting treatment at local hospitals- I guarantee it is not the "white man".
I like to remind everyone that it is the same segment of our society who never produce anything anyway-they never have and never will. There are people of all skins types out there risking their lives to save others.

NEWS FLASH: New Orleans is a dangerous place, always has been. Even when it was "normal" walking off on the wrong street was taking your life in your hands. When I worked at Charity (the big free) 30 years ago it was not uncommon to have tourists come in mugged after walking a few block away from Bourbon street in the wrong direction. Call it what you want for whatever reason you want but there is a subculture of violence there which has now been given free reign. I pity the few poor souls there who really are victims. If the compassion of those who have developed the voting farm there really was genuine they would have already issued shoot on sight orders for the predators. The pictures are doing more than could ever been said in the MSM to educate the country regarding the urban criminality they have so long pandered to. Sorry for the rant but I can't stand what I am seeing in my old city.
When I heard that a judge in Houston had done all the arranging to bring in the refugees from the Super Bowl to the Astrodome...I shuddered. Houston doesn't know what is about to hit them, though I admire their gumption. NO has a dysfunctional underclass like no place else in the US...except maybe Newark...

If they had made it clear that evacuation was mandatory and that any -ANY looters would be shot on sight, things would have been much, much better. less crime, violence, rapes, and a more efficient rescue and relief operation.
And in all likleyhood, they probably wouldn't have had to shoot anybody - or if they did, maybe a few people to get the message out.
Now some people here may (and have) called me a nazi for suggesting this, but many more lives would have been saved with that approach than with the secondary disaster that is going on now.
Good question. Perhaps it would take hardened returning (from Iraq) NG troops, from whom much has already been asked. But I'm sure 100s would still be willing to volunteer.
The water will evaporate, the houses will burn or be eaten by termites, the bodies will rot away or be cremated, even the smell will fade, but the mayor or governor who orders a shoot to kill will be infamous forever.

I would say one cause is the absence of law but civilized people don't behave this way under any circumstances. This is different. This tragedy has revealed that a substantial fraction of the population in N.O. were essentially feral. They have no sense of morality, compassion or decency. It shows alot about the current state of inner city dwellers and how quickly things turn into a Mad Max film when the veil of civilization is stripped away. Perhaps N.O. should be re-named "Bartertown".
Yeah, they got something special alright. It probably won't have the same charm when they move the act to another venue.
