By the way, this strikes me as the kind of thing that no one with a licensed weapon would be likely to do.

It is also the kind of thing that no professional criminal with an unlicensed weapon would be likely to do. Criminals have better things to do than to shoot people randomly.

It's almost certainly the work of drunken looters high on alcohol and drugs, who have stolen weapons from stores and are all excited about their new toys.
