NEW ORLEANS, Louisiana (CNN) -- Nightfall and rising violence threatened to further disrupt relief efforts Thursday in New Orleans as authorities rescued residents still trapped in the flooded city and evacuated thousands of others living among corpses and human waste.
The director of the Federal Emergency Management Agency, Michael Brown, said his agency was attempting to work "under conditions of urban warfare."
"Please don't send the National Guard," he said. "Send someone with a bullhorn outside the place that can talk to these people first."
He described scenes of lawlessness and desperation, with people simply dragging corpses into corners.
"They have quite a few people running around here with guns," he said. "You got these young teenage boys running around up here raping these girls."
"There are multiple people dying at the convention center," Lawrence said. "There was an old woman, dead in a wheelchair with a blanket draped over her, pushed up against a wall. Horrible, horrible conditions.
"We saw a man who went into a seizure, literally dying right in front of us."
Nagin said that "the convention center is unsanitary and unsafe and we are running out of supplies for [15,000 to 20,000] people."

Looking for pictures of relief workers doing their jobs. Please direct me.
This was on CNN???? They must have forgotten to mention that these were oppressed people just meeting basic human needs.
This mayor could not act more stupid if he tried.
Guardsmen with bullhorn: NOW HEAR THIS>: Y"ALL STOP THAT RAPE RIGHT NOW!
Good call mayor. Maybe your RAT friends think that is a cool idea.
>> Well, National Guard's M-16's could be appointed bullhorns<<
Amen!!!!!!!!!!!
send in the bullhorn first. announce in the streets everyone has 1 hour to be on the street to be picked up(would have to have buses to pick them up)anyone left after the buses have picked them up would be shot, hung than spit on.
We all remember that photo of the New Orleans policemen in full dress looting the stores. The gangster police officers have contributed to the rapes and murders by showing the thugs that even the policemen are their "brothers".
What are you talking about. At the very most, they have shown the world what the Ugly Democrat looks like.
That the government is being blamed by the usual suspects for an act of Mother nature, and the lawless behavior of thugs is the direct result of the campaign the left has been waging since the 2000 election. They have fanned the flames of hatred and now NO is reaping this horrific harvest. I am so appalled at the media for continuing this anti Bush campaign even while people are suffering and dying there. THIS is NO ONE"S FAULT! It is a natural disaster unlike any before!
anybody have a link to the photo of the policemen looting?
One does not preclude another. And shooting ought to be limited to those whose behavior warrants it ["he needed killin'"], not merely left behind after the buses.
I'll buy that.
Anyone who violates martial law should be shot, preferably in the face and hung like a 17th century pirate, as a warning to the others. Seriously. This cannot be tolerated.
Scanner: "Suspects shooting at power workers..."
I just checked MapQuest and it's about a 25 mile walk from New Orleans to Carlisle.
Did any people just walk out of the city after the flood and find someone in a city or town further north with some compassion and help get their lives started again?
That's what I think I would have done with my family, given the situation I see.
Simply "undocumented shoppers". Simple as that.
they all must be taken out of the city to protect the future of it. either way, once it is under control, those who committed some awful crimes will be coming to a City near you. I'm sure they were crimminals before the storm.
it is a horrible mess.
