Relief Workers Confront Urban Warfare

NEW ORLEANS, Louisiana (CNN) -- Nightfall and rising violence threatened to further disrupt relief efforts Thursday in New Orleans as authorities rescued residents still trapped in the flooded city and evacuated thousands of others living among corpses and human waste.

The director of the Federal Emergency Management Agency, Michael Brown, said his agency was attempting to work "under conditions of urban warfare."

"Please don't send the National Guard," he said. "Send someone with a bullhorn outside the place that can talk to these people first."

He described scenes of lawlessness and desperation, with people simply dragging corpses into corners.

"They have quite a few people running around here with guns," he said. "You got these young teenage boys running around up here raping these girls."

"There are multiple people dying at the convention center," Lawrence said. "There was an old woman, dead in a wheelchair with a blanket draped over her, pushed up against a wall. Horrible, horrible conditions.

"We saw a man who went into a seizure, literally dying right in front of us."

Nagin said that "the convention center is unsanitary and unsafe and we are running out of supplies for [15,000 to 20,000] people."

This was actually said by some old guy, a civilian who said he was former military, who was interviewed outside the convention center. He was not an official, as this piece makes it sound.

Good plan.

Some of the thugs are loving this opportunity. They never felt so powerful, and would probably prefer that they be permitted to take over and rule by might makes right for the duration of their miserable lives.

Rudi Guliani would not have let this happen, nor would the mayors of most American cities.

A key job of the mayor is to know his city's agencies and departments--it is obvious from the photo of the policemen looting that the mayor had a bunch of gangsters in his police force.

On top of that, he did not deploy his policemen properly. The trash haulers, the firemen, the engineeers, and tons of others could have done search and rescue. He SHOULD have had his police force doing 100% security from the get go.

Also, this mayor knew New Orleans was a crime ridden city with gangs of thugs that infested the place. He should have known that looting and violence would break out immediately since the city is such a cesspool anyway.

Put "Mother Nature" aside..............this catastrophe has a lot to do with government. It is inept city and state government for sure. It is also the fact the USA, including under George Bush, spends the national treasury on global welfare before it makes sure that the USA has all its i's dotted and t's crossed. Becuase America does not take care of itself, the blame is both nationally as well as regional (state) and city.

I strongly disagree. This is absolutely a government problem and a leadership (lack of) problem.

I heard that some policemen were possibly getting some boxes of ammunition off the shelves before looters could get to them. Could it be that people have misunderstood the photo you referenced?

LMAO, yep, nod nod wink wink these urban maniacs are going to stop looting just like that as soon as they hear someone with a bullhorn talking to them. LMAO! IMO, send someone with an ak47, shoot to kill, that will get their attention. Today I heard someone on talk radio describe the looters as "undocumented shoppers", gotta luv it!

Damn right. They did not want to evacuate. They wanted to stay behind to loot and roam the streets with their thug buddies. The scum is in seventh heaven. They LOVE this. They can't wait for nightfall so the rapes can go on........actually, from the reports, it looks like they are raping girls in broad daylight in crowded places. There may even be a few more diamonds laying around in the jewelry stores.

This is dress rehearsal for the day when the Congress takes away 2nd Ammendment rights. Just wait--the RATs will say guns should be outlawed since the gangsters took over the city.

Carr said he has remained in contact via the Internet with friends in New Orleans, many of them police and rescue workers.

"A lot of policemen are dead," Carr said. "They sent the second shift home Sunday night and told them to just come back for the regular shift the next day. The officers were text messaging that they were trapped in their homes."

Did any people just walk out of the city after the flood and find someone in a city or town further north with some compassion and help get their lives started again? That's what I think I would have done with my family, given the situation I see.

That would have been the normal thing to do! These are not normal people.........

I have only seen two photos of cops looting. One was a couple of male cops with handfuls of DVDs. The other was two hefty lady cops with a cart full of baby clothes in a ransacked Wal-Mart.

I wouldn't lift a finger to help New Orleans until some adults take charge and start shooting the murderers, thieves and rapists who have taken control of the city (what's left of it).

Who wants to assist the warlords of New Mogadishu?

There is no excuse for allowing helicopters to take fire at the hospitals.

It wouldn't take many police or guardsmen to end the hospital shootings.

Anyone armed and firing at helicopters in the vicinity of a hospital should be shot and killed instantly. PERIOD.

No sympathy for New Orleans until the lawlessness is controlled.

When we stand by and watch these barbarians destroy all civilization, WE BECOME PART OF THE PROBLEM.

Shows how times change... in New York City, after 9/11... no looting. After the massive power outage that took out most of the northeast grid, no looting (except in Toronto! bwahahaha).
