Your observations are thoughtful and well-stated. It is likely indeed that there will eventually be a periphery orienation.
Specialized/mechanized units, including aircraft, will probably have an arrangement of joint command and participation. Maintenance and security of the weapon platforms are prime considerations in this realm.
