The only incorrect atatement in the article is that we can't remove troops from France, since there aren't any left.Well, except for the ones still buried there.

I can't remember... but it wasn't long ago that we made some serious "wrap it up" noises following a series of college-student riots in S. Korea.
They stopped abruptly, there was even a backlash. A few oldsters even delivered some brisk backhands to these whippersnappers, and there was some kerfuffle about a statue.
Can anyone back me up on this?

I tell the kids I work with to imagine having to defend your family during a gang fight. I ask them if they'd rather do it in their own front yard, or a couple of blocks away, in someone else's front yard.
There is always collateral damage in war. Since that is true, I'd much rather someone else suffer the casualties than us. So would most of our soldiers, sailors, airmen, marines, and coasties.
