I'm right with you. I have a teen, so I know what passes as acceptable, and he is not dressed anywhere outside of the pale.
Have Scots ancestors myself from as far north as the Orkneys and far south as Wigtownshire, diluted with a dollop of English and a dash of German and a pinch of Welsh - enough Scots blood that this irritates me a lot.
You notice his GF is wearing the requisite Ugly Black Thing with spaghetti straps -- pretty much what I saw at my recent HS dance experience. Blechh -- he's dressed prettier than she is.

The problem with your idea is that they probably DO let the Islamics wear burkhas ("can't offend their religious sensibilities"), they probably do let African descendants wear their multicolored robes ("oh, they were so oppressed, we should let them express themselves"), and Natives are probably allowed to wear whatever ceremonial adornments they wish (see last comment).
Only if you're white do they have problems with you celebrating your history. I'm not white, and I saw just this sort of PC s#!+ happen in my high school 10 years ago. The PC types were rather upset when I suggested that I wished to celebrate my culture by conquering and subjugating some of the Islamic and Chinese students, setting up a yurt in the quad, and riding around the school on a pony while waving a sword or lance.
All should be allowed to visibly celebrate their culture, or none should. All or none, boys.

I do believe he meant it as a kilt, though, and his clan affliation group is stepping in to help him do it more correctly.

Not only does the method of turning "MacRae" into "Warmack" sound silly and implausible, Clan Macrae did not formally align themselves with the Jacobite Restoration of 1745, as many other clans did.
Carrying the name MacRae in the aftermath of the 1745 Jacobite Rising would not have been a black mark in English eyes.
The MacKenzies, for example, wholeheartedly supported the Rising formally as a clan. In theory, every MacKenzie clan member was a declared rebel against the English throne.
Yet I've never run into anyone named Eiznekmack. Plenty of MacKenzies emigrated to the US after the rising under their own names.
This is pure mythology and his name is not Scots.

I saw worse on my experience. (The dress in question was leather, for starters. :-Q) But black dresses with spaghetti straps belong at funerals for porn stars or Mafiosi.
It looks like a kilt, but it's way too long, he has no sporran and no belt. His choice of shoes and hose is poor as well.

He has no clue what he's talking about. And he's not wearing a kilt.
If he knew what he was talking about, he would be wearing a proper kilt of pleated wool with a belt and a sporran at the minimum.
If he was attending a formal, which appears to be the occasion in the photo, he would be wearing a great-kilt and a tam.
