Could these processes simply be observed day by day in toto at these six ports by DPW management more readily and comprehensively than piecemeal observation by isolated radical spies?

No rush, hold up approval until some *checking* is done on the procedures for bidding, etc.(and when I say checking I mean a reasonable, thought out debate, NOT a congressional dog and pony show with the MSM cheering them on.)
