This is probably common anytime a gov't agency tries to interface with the general public.
This just shows once again that local governments are the ones who should be responsible for these kinds of things. They are the only ones who could quickly identify problem claims, etc. The larger, more federalized programs become, the more inefficient and wasteful they become.
If you'd been a Katrina "victim," you would have known that before this.

I have held for decades that, whenever the government hands out money, thieves will try to take advantage of the government. And I'm not just talking poor, uneducated thieves, either.
If the government is stupid enough to hand someone a blank check, they can't complain when that person takes the money and goes to Hooters.
Did they think the welfare state of LA would act any other way?

It actually could be done, but that would involve interagency turf wars, which is why there's so much duplication of energy in the government anyway...
They need to tighten up but I don't want to beat FEMA up too bad about being conned. They have been helping people during storms but never encountered a NO. I don't think many of us had. They also had a lot of pressure to act fast. Too fast. Hopefully they will learn and get rid of the shopping cards or contract with someone like Walmart or apartments for specific charges. I would like to see all the giveaways stopped and a loan system set up but we probably aren't there yet.These loses should be charged directly too LA IMO

Not sure if something like this can be done in cases like a disaster ... but all the red tape is because of the fraud that goes on

One can only get reimbursement that way for money they already had to spend.
Personally, with all the millions involved, there was bound to be some fraud. We've heard a few examples, there are probably more, but the vast majority of people are what they say they are. The rest get caught, eventually. This audit caught them.
It's either criticism for being too fast with money or too slow, FEMA, and Bush, would be blamed either way.
