I don't know that much about the case, but from what I heard about it, the paralyzed man in FL who had too much painkiller in his possession. They arrested him for "trafficking" and he is doing 20 yrs or so in jail.

all 99 of these Pardons are for crimes committed years ago and all of them are not repeat offenders Well, we can look at the list above and determine that you were misled. One of the moonshiners got a pardon for multiple convictions. That shows that he was a repeat offender.
I suppose one could argue as to whether less than 10 years is sufficient to show a change of charecter. (The most recent conviction I noticed was from 1997 - less than 4 years before Bush took office.)

That is not the case I refer to. The guy that got shot in this case was caught with a van full of marijuana and he made it back into Mexico but was shot in the butt as he fled on foot.
