It seems you are correct.

Why do they need the money if they don't have kids to teach?

"The government, will simply raise taxes to cover the shortfall instead of sueing the unions out of business."

Thats one of the problems. There's not many tax payers left in Detroit.

BTW, only about 20 percent of Detroit's freshmen graduate.

I thought you were exaggerating.

Among the nation's 50 largest districts, the study finds, three graduate fewer than 40%: Detroit (21.7%), Baltimore (38.5%) and New York City (38.9%).

Yes, each school gets $4000 (or more) per student per year.

Actually, its more like $7,450 to $11,631 per pupil, Cite

That x 25,000 is a crippling amount of money to add to the $105,000,000 deficit that sparked the conflict in the first place. Yet another example of an idiot union slitting its own members throats by refusing to see past next weeks paycheck. Its like Delphi all over again.

here is my understanding from local news reports: State aid is based on X amount of $ per student enrolled on a certain day ..

I have a teacher relative.

That person told me if the attendance falls below a certain figure(IIRC it is 96%), they actually went out on the street and dragged people in to bolster the attendance rolls.

This is how the schools are funded:
A. Count Days
The pupil membership count days established in the State School Aid Act are as follows:
Regular School Year
Fourth (4th) Wednesday in September
Second (2nd) Wednesday in February*

*For a district not in session on the supplemental count day, the immediately preceding day on which the district is in session must be used.

I caught a glimpse of a story that said Detroit was appealing to the state to extend their count day, but can't find the actual story. Each kid is worth X amount of dollars (post above gives amount). Detroit will be in session on count day....
