BEIJING - North Korea agreed Tuesday to rejoin six-nation nuclear disarmament talks in a surprise diplomatic breakthrough three weeks after the communist regime conducted its first known atomic test. A U.S. envoy said the talks could resume as early as November.

Chinese, U.S. and North Korean envoys to the negotiations held a day of unpublicized talks in Beijing during which North Korea agreed to return to the larger six-nation talks on its nuclear programs, the Chinese Foreign Ministry said.

"The three parties agreed to resume the six-party talks at the earliest convenient time," the Chinese statement said.

If true and if they hold to it, this is great news.

So they agreed to show up to a meeting before year's end. so what? They've shown up before, they've backed out before. How can anyone with any sense of knowledge about the NKs think this agreement to join talks means jack-****?
They'll keep working on and perfecting their nukes no matter what we do.

It's great news even if they don't hold to it. It's a huge STFU moment for the D's in Congress (though of course, they'll never STFU, ever....)

It appears the sanctions are working because NK can't get their missiles to Iran. It probably won't mean a thing but it proves the Rats wrong that NK will now only talk to us one on one.

Yeah, that will continue so long as the Chia Head retains power. I think what this says is that China took him to the woodshed and gave him the spanking he was asking for.

They need money. We are putting a painful financial squeeze on them.

Don't hold your breath... they'll drop out of the talks until sanctions are lifted, and then they'll be lifted...

They've held this football 20 times before, and the State Dept falls for it each time...

Note well another story posted earlier that said China had cut off oil deliveries to NK. That is the real driver here and something the Bush administration understands. We have ZERO leverage directly over NK. China can subvert our every move by supplying NK with whatever or allowing transshipment. We needed China to drag NK to the table and it appears that's what was done. Sending Maddie Halfbright or Jimmah Carter over to schmooze with Little Kim while his people are dropping dead of starvation was lunacy.

And there was that striped-pants idiot who basically said "sure they cheat but you have to make another deal." It's all process to them and results beyond the scrap of paper mean nothing to them.

That's big if China threatened to cut off their oil supplies but if so it worked.

Oh yeah. Keep us talking. They're happy to talk. It gives them more time to hone their weapons.

From yesterday's International Herald Tribune: China cut off exports of oil to North Korea

I have no idea as to the track record of that paper or the accuracy of the story. It does say the cut happened in Sept. That thread crosslinks to a similar story translated by TigerLikesRooster, here: China Cut Oil Shipment to N. Korea (and invites Chia Head for a talk)

So it isn't the immediate cause-and-effect that the posting sequence seems to indicate (as I erroneously implied), but rather the result over time of sanctions kept up.

I'm certain that without China's help, we didn't stand a puppy's chance in Pyongyang of bringing this about on our own. Unrelenting pressure by the regional powers is the key. Bush understands this, the democRATs don't have a freaking clue. The RATs will get us all killed.

Re #18

According to local news here, N. Korea said it would return to the talks if U.S. lifts financial sanctions. If this is true, there is not much new on this proposal.

Re #19

Correction:

if U.S. lifts financial sanctions --> , expecting that they would work out lifting of the sanction at the talks.

So they did not attach any precondition. However, N. Koreans may spend most of their time arguing about financial sanctions, not nukes.
