ROE is changing, putting a little symmetry back in warfare. open season militias, a heavy move to pacify Baghdad and 4000 Marines to Anbar with rules of engagement that are gonna put a hurt on any deadenders they run into.
Mailik and President Bush are on the same page and that page is the first page of the last chapter, one way or the other.

If Congress has improvements that can be made, we'll make them. (That'll be the day).
