New 'ringleader' charged with Madrid train bombings

MADRID – The judge investigating the Madrid train bombings on Wednesday accused a new suspect of being a ringleader of the attacks.

Judge Juan del Olmo accused Moroccan Abdelilah Hriz, 29, of being a ‘material author’ of the bombings. Hriz, who is currently in prison in Morocco, was allegedly linked to the attacks by DNA found on a comb and blood-stained trousers found at the flat and a house where a number of the leading suspects were staying. Del Olmo went to Morocco to get a sample of DNA from Hriz last year.

He has now been charged in connection with causing the deaths of 191 people, the attempted murder of 1,811 people who were hurt in the bombings and helping to mount four terrorist attacks. Twenty-nine other people are on trial in Madrid in connection with causing Spain’s worst terrorist atrocity.

Appeal over baby named Jihad

The German interior ministry is appealing against a decision by the Berlin authorities to allow an Islamist to name his son Jihad, the Arabic word used for holy war. Reda Seyam fought for 18 months for permission to give his sixth child the name after the registry in the Berlin district of Charlottenburg initially rejected his application, saying the name was inappropriate because of its association with terrorism, and "may endanger the child".

This week a court overturned the ruling, on the grounds that Jihad was "a recognised male forename in the Arab world and loved by Muslims". Mr Seyam, 47, a self-declared Islamist, was shown on television this week presenting his son. Grinning into the camera, Jihad on his knee, he said: "You had barely come into the world and you were in court. Your fight has already begun."

In the same programme he defended the terror attacks on the United States on September 11 2001, and on Bali in 2002.

Germany has strict rules governing the naming of children. Parents have to choose from a list of court-approved names, to prevent a child from becoming a victim of ridicule or confusion. The names Hitler and Stalin are banned, and in 2002 a Turkish couple living in Germany were denied permission to name their child Osama bin Laden. Berlin's interior minister, Erhart Körting, said a court that allowed "a father who has welcomed al-Qaida attacks to name his child in this way has underestimated in an appallingly naive manner the meaning of this name".

Three Al Qaeda suspects given in judicial custody

KARACHI, Feb 28: Court of Judicial Magistrate East, Ganhwar Khan Gadehi, on Wednesday sent three Al Qaeda suspects to jail till March 2.

Mohammed Shahid alias Kashif, Mohammed Farhan alias Nasir and Ghani Subhan alias Rashid are charged with alleged planning to carry out suicide attack during the forthcoming Chehlum procession in the metropolis. CID police had arrested them from Gulistan-i-Jauhar after an encounter on February 16 and recovered a Kalashnikov, two TT pistols, three hand-grenades and a suicide bombing jacket from their possession. Police claimed they were members of Qari Zafar group, affiliated with Al Qaeda.

According to police, initial investigations revealed they were planning a suicide attack in Karachi on the day of Chehlum of Hazrat Imam Hussain (RA). Police said the group had also planned to carry out suicide attacks during IDEAS 2006 in November 2006 and Ashura procession but could not do so because of the tight security measures. The accused have also disclosed the names of their six accomplices Tariq, Faisal, Ijaz, Naveed, Umer and Javed, who are still at large. Police claimed that the group had planned to target the leaders of different religious parties. The court has fixed March 2 for the next hearing.

Bird-brained China scientists learn to fly pigeons

BEIJING (Reuters) - Scientists in eastern China say they have succeeded in controlling the flight of pigeons with micro electrodes planted in their brains, state media reported on Tuesday.

Scientists at the Robot Engineering Technology Research Centre at Shandong University of Science and Technology said ther electrodes could command them to fly right or left or up or down, Xinhua news agency said.

"The implants stimulate different areas of the pigeon's brain according to signals sent by the scientists via computer, and force the bird to comply with their commands," Xinhua said.

"It's the first such successful experiment on a pigeon in the world," Xinhua quoted the centre's chief scientist, Su Xuecheng, as saying.

Su and his colleagues, who Xinhua said had had similar success with mice in 2005, were improving the devices used in the experiment and hoped that the technology could be put into practical use in future.

The report did not specify what practical uses the scientists saw for the remote-controlled pigeons.

On March 1, 1996, by Proclamation 6867, a national emergency was declared to address the disturbance or threatened disturbance of international relations caused by the February 24, 1996, destruction by the Cuban government of two unarmed U.S. registered civilian aircraft in international airspace north of Cuba. In July 1996 and on subsequent occasions, the Cuban government stated its intent to forcefully defend its sovereignty against any U.S.-registered vessels or aircraft that might enter Cuban territorial waters or airspace while involved in a flotilla or peaceful protest. Since these events, the Cuban government has not demonstrated that it will refrain from the future use of reckless and excessive force against U.S. vessels or aircraft that may engage in memorial activities or peaceful protest north of Cuba. On February 26, 2004, by Proclamation 7757, the scope of the national emergency was expanded in order to deny monetary and material support to the repressive Cuban government, which had taken a series of steps to destabilize relations with the United States, including threatening to abrogate the Migration Accords with the United States and to close the United States Interests Section. Further, Cuba's most senior officials repeatedly asserted that the United States intended to invade Cuba, despite explicit denials from the U.S. Secretaries of State and Defense that such action is planned. Therefore, in accordance with section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), I am continuing the national emergency with respect to Cuba and the emergency authority relating to the regulation of the anchorage and movement of vessels set out in Proclamation 6867 as amended and expanded by Proclamation 7757.

This notice shall be published in the Federal Register and transmitted to the Congress.

Investigation of Major Mexican Drug Trafficking Organization
Results in Hundreds of Arrests Nationwide

$45 Million in Cash and 18 Tons of Illegal Drugs Seized in “Operation Imperial Emperor”

SAN DIEGO – A long-term investigation into a Mexican drug trafficking organization and its U.S.-based distribution cells has resulted in the arrest of more than 400 individuals nationwide, including the arrest of more than 66 individuals this morning in California, Arizona and Illinois, Attorney General Alberto R. Gonzales announced today at a press conference in San Diego.

The multi-agency law enforcement effort, called “Operation Imperial Emperor” targeted the Mexico-based Victor Emilio Cazares-Gastellum, a.k.a. “Victor Emilio Cazares-Salazar,” drug trafficking organization, which has been responsible for supplying multi-ton quantities of cocaine, as well as large amounts of methamphetamine and marijuana, monthly to distribution cells throughout the United States. The organization has also laundered millions of dollars generated from this illegal activity.

The 20-month investigation, which was led by the Drug Enforcement Administration (DEA), has thus far resulted in the seizure of approximately $45.2 million in U.S. currency, 27,229 pounds of marijuana, 9,512 pounds of cocaine, 705 pounds of methamphetamine, 227 pounds of pure methamphetamine or “ice,” and 11 pounds of heroin. The investigation has also netted $6.1 million in property and assets, as well as roughly 100 weapons and 94 vehicles.

This morning, federal or state charges were unsealed against 139 defendants in the Southern District of California, the Central District of California, the Northern District of California, the District of Arizona, the Northern District of Illinois, and the Southern District of New York. More than 66 of these defendants were arrested today, bringing the total number of arrests during the course of this long-term investigation to more than 400.

“Today’s actions deal a significant blow to the Victor Emilio Cazares-Gastellum drug trafficking organization, whose members are accused of importing and distributing multi-ton quantities of cocaine and other illicit drugs to communities across the country on a monthly basis,” said Attorney General Gonzales. “These arrests demonstrate what can be achieved when domestic and international law enforcement partners team up against a common foe.”

According to court papers unsealed today in various federal jurisdictions, the Mexico-based Victor Emilio Cazares-Gastellum organization contracted the transportation of narcotics to the United States by land, air and sea. Metric ton shipments were transported out of Colombia and Venezuela, through Central America to Mexico, by tractor trailer, non-commercial vehicles, and aircraft. Once in Mexico, the narcotics were transported into the United States through various points of entry on the Southwest border.

After arriving in the United States, the drug shipments would be broken down further in cities like Los Angeles and San Diego for subsequent transportation to and distribution in locations around the country, including Nevada, Arizona, New York, New Jersey, Ohio, Colorado, Georgia, Alabama, Arkansas, Kentucky, Connecticut, Massachusetts, Maryland, Texas, Missouri, Oklahoma, Illinois, Kansas, Florida, Georgia, North Carolina, Washington and Oregon.

"The Cazares-Gastellum drug empire that rose to such heights of power in only two years, fell today at the hands of DEA and our partners,” said DEA Administrator Karen P. Tandy. “This sprawling drug domain, headquartered in Mexico, penetrated deep into all corners of this country. Today we ripped out this empire’s U.S. infrastructure from its commanders and transportation coordinators to its local distribution cells across the country, stripped it of $45 million in cash, and tossed it into the dustbin of history.”

“This operation is an example of strong cooperation among multiple international, federal, state and local law enforcement agencies that dismantled a major drug trafficking enterprise operating between the U.S. and Mexico. Despite efforts to conceal their criminal activities, law enforcement prevailed and will continue to pursue criminal enterprises threatening the safety and security of our communities,” said Robert. S. Mueller III, Director of the Federal Bureau of Investigation.

The federal prosecutions in connection with today’s arrests are being handled by U.S. Attorneys for the Southern District of California, Central District of California, District of Arizona and Northern District of Illinois. Additionally, local prosecutions will occur in the states of California, Arizona and Illinois.

This investigation involved the combined efforts of federal, state and local law enforcement nationwide through the Organized Crime Drug Enforcement Task Force (OCDETF). More than 100 federal, state, local and foreign law enforcement agencies contributed investigative and prosecutorial resources to Operation Imperial Emperor.

The investigative efforts were coordinated by the multi-agency Special Operations Division, comprised of agents and analysts from the DEA, FBI, ICE, Internal Revenue Service, U.S. Customs and Border Protection, as well as attorneys from the Criminal Division’s Narcotic and Dangerous Drug Section.

An L.A. 'most-wanted' gang suspect caught in Guatemala

An alleged 18th Street gang member named three weeks ago as one of the Los Angeles Police Department's 10 most wanted gang members has been captured in Guatemala and deported back to Texas, officials said today.

Angel Zevallos, an alleged 18th Street Westside member who goes by the name "Spanky," was captured last week and deported by Guatemalan authorities, said Chief Inspector John Clark of the U.S. Marshals Service in Los Angeles.

Zevallos will appear before a judge in Texas and then face extradition back to California to face an attempted murder charge, Clark said.

Police Chief William J. Bratton confirmed the arrest as the first success of a new program in which the department released a list of its 10 most wanted gang members.

The listing of gang fugitives and of the 11 worst gangs is part of a new campaign to reduce gang violence, which increased more than 15% citywide last year. Bratton has redeployed more than 200 officers to the crackdown on gangs.

Zevallos allegedly wounded a man in a bar fight in Los Angeles.

"He was captured in Guatemala," Bratton said. "This is part of what we discussed at a recent conference about improving relationships with those countries. He is an attempted murder suspect, so they don't have problems about giving him back to us because there is no death penalty involved."

Worshipers were interrupted during an Ash Wednesday service at the Cathedral Basilica of St. Francis by a trio of hidden CD players spewing "pornographic" messages from beneath pews.

Three CD players had been duct-taped beneath the pews and rigged to go off at 12:20 p.m., Santa Fe Police Capt. Gary Johnson said. An Ash Wednesday service was being conducted at the time, and Johnson said responding officers described the messages to him as pornographic, although he wouldn't go into detail about their content.

The cathedral staff found and removed the three CD players, then called police while church-goers evacuated the cathedral.

The bomb squad arrived at 1 p.m. and destroyed two of the devices, Johnson said. Realizing the devices didn't contain explosives, officers saved the third CD player for evidence.

"We take this very seriously," Johnson said. "We'll be analyzing the piece of equipment for DNA and fingerprints. We'll also be reaching out to the federal authorities. We're going to use whatever resources we can possibly use to solve this case."

"Feds Have Dropped Ball on Illegal Immigration, Say Local Governments"

ARTICLE SNIPPET: "(CNSNews.com) - After the small town of Hazleton, Pa., experienced a stabbing, a drug bust and a few absentee landlords with as many as nine residents living in a single unit, Mayor Louis Barletta said he lay awake one night and thought, "I've lost my city."

The common thread running through many of the problems facing the once-sleepy town of about 23,000 residents is that the offenses involved illegal immigrants.

Before 2000, Barletta recalled, the town averaged one murder every seven years. After an influx of illegal immigrants, there have been three murders in the last 18 months.

The problems prompted the mayor to enact new policies, including an ordinance to punish businesses hiring illegal workers, punish landlords who rent to illegal immigrants, and declare English the town's official language.

Hazleton's policies inspired Starletta Hairston, a former council member in Beaufort County, S.C., who saw similar problems in her community. She pushed for the enactment of county policies in 2005 to deny licenses to businesses that employ illegal aliens and to deny business licenses to illegal immigrants.

"When the federal government drops the ball on enforcing immigration laws, it's up to the local governments to protect the taxpayers," Hairston said. "

ICE Agents Seize 871 Pounds of Cocaine and 270 Pounds of Heroin with a Street Value of More Than $13 Million in Multi-Agency Operation in Puerto Rico
Arrests Result in Largest Heroin Seizure in Puerto Rico's History

SAN JUAN, Puerto Rico - The crew of a fast boat carrying approximately 871 pounds of cocaine and 270 pounds of heroin with an estimated value of more than $13 million was brought to the U.S. Coast Guard (USCG) base here today where U.S. Immigration and Customs Enforcement (ICE) and other federal agents participating in the Caribbean Corridor Initiative arrested the six-member crew and seized the contraband.

U.S. Coast Guard Cutter Northland Hitron, assisted by a USCG law enforcement detachment onboard the Dutch naval vessel Zuiderkruis, intercepted a fast boat 92 miles north of Venezuela when it was ordered to stop and its crew failed to heave. A required inspection of the boat revealed 14 bales of cocaine and four bales of heroin with an approximate weight of 871 pounds and 270 pounds respectively.

Upon the arrival of the Northland Hitron to the U.S. Coast Guard base in San Juan, federal officials arrested the Colombians Oscar Zambrano Mesa, 57, and Javier Antonio Michel, 44. The Venezuelans Pedro Zapata Beltran, 59, Michel Gabriel Ramirez, 22, and Jose Ramirez Fonseca, 24, along with a citizen of the Dominican Republic, Francisco Nueci Pena, 38, were also arrested. All are in U.S. Marshals custody awaiting the outcome of their criminal case.

"ICE and the other participating agencies in the Caribbean Corridor Initiative will continue using all our resources in the most efficient and intelligent way to stop the transshipment of drugs and other contraband in the Caribbean Basin," said Manuel Oyola Torres, special agent in charge of the ICE Office of Investigations in San Juan, Puerto Rico. "We will continue dismantling drug trafficking organizations and will not rest until we bring these unscrupulous people to justice."

The public is reminded that a criminal complaint or indictment is not evidence of guilt. The defendants are presumed innocent and entitled to a fair trial. The U.S. government has the burden of proving guilt beyond a reasonable doubt.
