Mexico is not a friend of the United States and never has been. Think about this: Mexican nationals cheering Osama Bin Laden at a soccer match with the USA or carrying signs that glorify Osama Bin Laden in protests over US immigration laws...
Think about things Americans do in large numbers at the same time...
