Here was the strategy:
They give the contract to a liberal station. Then they dump a whole ton of free taxpayer money into the station to ensure its survival for the good of the citizens.

I think you're giving them a little too much credit as regards reasoning powers. It is a good one though. They probably would do that if they were smart enough to think of it.

I figure that if they had planned it that way, they would have flown below the radar by using another more benign pretext for the action.
