National Review has learned that Senator John Ensign (R., Nev.) will vote no on cloture on the immigration bill. Ensign told the president and Minority Leader McConnell about his decision last night. He appears to be the fifth senator to change his vote from yes to no.

You're probably right - could you elaborate? I probably should have mentioned that I also think that Bush's vision of an North American Union is behind this as well.
