That is exactly my policy! And apparently W's as well. We haven't been attacked since 9/11 because the MAD policy was tattooed on the wrist of every Arab/Islamic leader.

Mechanically, we can get any message to every American in less than 1 day if necessary. The Arabs can also get the MAD message to every one of their minions within 4 days.

2- However radical one's stated religion, the great majority are not remotely prepared for suicide

3- Most importantly were the threat followed through, the problem of identifying bombers becomes greatly simplified, since "1 billion" pretty much covers all of them.

So how many with be motivated to attack if Mecca and Medina just cease to exist? Literally just pools of slag and glass?

Nobody even needs to take credit for it. Just use a particularly dirty weapon that will leave the area uninhabitable for several thousand years with particularly durable isotopes, so that any Hajj means death.

Pilgrims will still go, and die in droves. No great loss.
