Hugo Chavez is talking like a madman. This is what what happens when dictators fall victim to that oldest malady known to their lot - megalomania. He certainly thinks he's surrounded by enemies.

We need to send a few ships down South to tempt Hugo into committing suicide. Britain should call his bluff and take Hugo out if he confronts them.
