I don’t know when the rules changed, but Reagan didn’t need the whole 3 initial thing to secure a legacy. Much like Patton, just saying Reagan is more than enough. With Carter the spit that comes after you say his name compensates for the lack of the middle name.

Remember in the 1992 election where the media made such a big deal of Bush #41 having 2 middle names, painted him as a privileged elitist, while they ignored that BJ has 2 middle names, too?

Many Presidents did not use or the public chose to ignore their given first names: Stephen Grover Cleveland, Thomas Woodrow Wilson, John Calvin Coolidge. So it is entirely proper to refer to Sen. Obama as Hussein Obama. End of story.

The public can call him anything it wants to after BJ Clinton and Monkey Bush have been used in the media by both sides of the aisle.
